How much smaller will they get?

Typically 40–80% for JPG at quality 75–80, and 10–40% for PNG (lossless). Results depend on the source.

Is PNG compression lossless?

Yes. PNGs are optimised with Oxipng, which changes nothing about the pixels.

Is it really offline?

Yes. After the page loads, you can disconnect and keep compressing.
